El delito juvenil en Argentina suele visibilizarse en la agenda pública asociado a la preocupación social sobre la seguridad urbana. Actualmente asistimos a un nuevo intento por reformar el sistema penal juvenil que propone endurecerlo y bajar la edad mínima de responsabilidad penal. Aunque otros elementos han entrado en el debate legislativo además de la edad, los discursos versan más sobre la gestión política del problema que sobre sus características, incrementando posiciones reduccionistas y estereotipadas. El supuesto de que el delito juvenil es un fenómeno complejo vertebra el objetivo de este artículo: describir y analizar la heterogeneidad de las dinámicas delictivas. En los resultados se describen las modalidades, motivaciones y coordenadas espaciotemporales, así como su trama de espacios, relaciones y expectativas. El artículo recoge antecedentes locales y abreva en las teorías explicativas del delito para interpretar datos actuales. A la vez, en línea con debates internacionales recientes, otorga centralidad a la participación de jóvenes en la comprensión del problema. Se analiza el debate legislativo nacional de 2024, y testimonios de agentes estatales de programas sociales y penales, y de jóvenes que cometen o cometieron delitos en Buenos Aires. Finalmente, se discuten las implicaciones teóricas y prácticas de los hallazgos.

Juvenile crime in Argentina tends to be visible on the public agenda in connection with social concerns about urban security. We are currently witnessing a new attempt to reform the juvenile justice system, which proposes to toughen it up and lower the minimum age of criminal responsibility. Although other elements have entered the legislative debate in addition to age, the discourse focuses more on the political management of the problem than on its characteristics, reinforcing reductionist and stereotypical positions. The assumption that juvenile crime is a complex phenomenon underpins the objective of this article: to describe and analyze the heterogeneity of criminal dynamics. The results describe the modalities, motivations, and spatial-temporal coordinates, as well as the web of spaces, relationships, and expectations. The article draws on local background information and explanatory theories of crime to interpret current data. At the same time, in line with recent international debates, it gives central importance to the participation of young people in understanding the problem. It analyzes the national legislative debate of 2024 and testimonies from state agents involved in social and criminal programs, as well as from young people who commit or have committed crimes in Buenos Aires. Finally, the theoretical and practical implications of the findings are discussed.
